IRCC Updates: What You Need to Know — Scope Immigration Services

Navigating Canadian immigration has become trickier—and more promising—thanks to recent IRCC policy changes. At Scope Immigration Services, we stay ahead of the curve to ensure your applications for Temporary Residence, Permanent Residence, PR Card Renewal, and open work permits are handled to perfection.

  1. Open Work Permits—New Eligibility Rules (Effective Jan 21, 2025)

IRCC recently tightened eligibility for spouses of international students and foreign workers:

  • Only spouses of international students in 16+ month Master’s, doctoral, or select professional degree programs (e.g., MD, JD, DDS, PharmD, DVM).
  • For foreign workers: spouses must hold TEER 0–1 roles or select TEER 2–3 jobs in in-demand sectors like healthcare, construction, sciences, natural resources, education, sports, and military.

Why it matters: Your spouse’s ability to work depends on the principal applicant’s program and occupation. We can help assess eligibility and guide you through the application process.

  1. Speedy Work Permit for In-Canada Job Changes

New public policy allows temporary foreign workers already in Canada to start a new job before the new permit is fully approved, increasing employment continuity and reducing financial disruptions.

Benefit: We’ll help you and your employer file correctly so you can hit the ground running with minimal delay.

  1. Spousal PR in Canada via A25(1) Public Policy

IRCC’s updated A25(1) policy now allows spouses/common-law partners—regardless of status—to apply for PR from within Canada, provided a sponsorship undertaking is submitted.

What this means for clients: No need to leave Canada to apply—an especially valuable change for out-of-status partners. We offer hands‑on support from start to finish.

  1. Tighter Rules for Temporary Resident Documents (from Jan 31, 2025)

IRCC now has explicit authority to cancel TRVs, study permits, work permits, and eTAs under various circumstances (e.g., fraud, status change, inadmissibility, expired documents).

How Scope helps: We ensure your applications fully comply to avoid any grounds for cancellation or refusal.

  1. Immigration Levels Plan 2025–2027 & Francophone Targets

As part of the Levels Plan, IRCC introduced caps on international student admissions, tightened Post-Graduation Work Permit eligibility, and set Francophone permanent resident targets outside Quebec: 8.5% in 2025, 9.5% in 2026, and 10% in 2027.

✅ Opportunity for applicants: If you’re bilingual—especially French speakers outside Quebec—you may gain a competitive edge in PR applications.
