Saskatchewan Experience – Health Talent Pathway

This sub-category is for health care workers who:

• Have a job offer for a skilled position in Saskatchewan.
• Meet the criteria of the sub-category.
• Intend to live in Saskatchewan as a permanent resident. Note: All nominees with temporary work permits must reside in Saskatchewan.

Eligibility (Non-Express Entry)

You may qualify for this sub-category if you live outside Canada or have legal status in Canada (but are not a refugee claimant) and meet the following requirements:

1.Language Requirements:

• You must have a language score of at least CLB 5 in English and/or French.
• Some employers or regulators may require higher scores than CLB 5.

2. Work Experience Requirements:

• If applying from within Saskatchewan: You must currently be working in Saskatchewan and have at least six months (780 hours) of full-time work (30+ hours per week) in the job with the employer who provided your Job Approval Letter. The work experience does not need to be consecutive.
• If not working for the supporting employer: You must have at least one year of work experience in your occupation within the last five years.
• Saskatchewan Licensing: You must be eligible for licensing in Saskatchewan, if applicable to your occupation.

3. Education: You must have post-secondary education related to the job you’ve been offered. This can include:

• A master’s or bachelor’s degree
• A three-year degree from a university or college
• A diploma requiring at least two years at a university, college, trade, technical school, or other post-secondary institution.

4. Intent to Reside: You must attest to your intent to work and reside in Saskatchewan.
5. Job Offer: You must have an offer for an eligible permanent, full-time health sector job in Saskatchewan. A valid SINP Job Approval Letter is required as proof. Employers must register with the SINP and provide you with the Job Approval Letter if you meet their hiring qualifications.

Eligible Health Occupations through Health Talent Pathway – Non Express Entry Stream

The following high and intermediate-skilled health occupations are eligible for this stream:

Important Notes:

• The program criteria may change at any time, but the SINP applies the criteria listed on the website when your application is received.
• The federal government sets the number of nominations the SINP can make each year. There is no guarantee that an application will be nominated.

Eligibility (Express Entry)

To qualify for this sub-category, you must be accepted into IRCC’s Express Entry pool. Express Entry applications are prioritized for permanent residency, with processing times expected to be six months or less. As a candidate in IRCC’s Express Entry pool, you may qualify if you live outside Canada or have legal status in Canada (but are not a refugee claimant) and meet the following criteria:

• Valid Express Entry Profile: You must have a valid Express Entry Profile Number and Job Seeker Code.
• Language Requirements: You must have a language score of Canadian Language Benchmark (CLB) 7 or higher in English and/or French.
• Work Experience: You must have at least one year of high-skilled, related work experience in the past five years in your intended eligible occupation, regardless of whether you’re applying from inside or outside Canada.
• Saskatchewan Licensing: You must be eligible for Saskatchewan licensing if required for your occupation.
• Education: Your post-secondary education must be related to the job you’ve been offered. This can include:
  • A master’s or bachelor’s degree
  • A three-year degree from a university or college
  • A diploma requiring two years at a university, college, trade, or technical school, or other post-secondary institutions.
• Intent to Reside: You must attest to your intent to work and reside in Saskatchewan.
• Job Offer: You must have an offer for an eligible permanent, full-time health sector job in Saskatchewan. You will need a valid SINP Job Approval Letter as proof. Employers must register with the SINP and obtain the Job Approval Letter, which they will provide to you if you meet their hiring qualifications.

Note: Eligible Health Occupations through this Stream are same as Health Talent Pathway – Non-Express Entry Stream, excluding NOC 44101.

Who Cannot Apply Through the Health Talent Pathway

The following individuals are not eligible to apply:

• Refugee claimants in Canada who are claiming refugee status from the Government of Canada.

You may also be ineligible if:

• You did not provide the required documents when submitting your application.
• You were unable to prove your intent to live and work in Saskatchewan.
• You or your representative intentionally misrepresented any information in your application.

Documents Required for Health Talent Pathway

1.Express Entry Profile Number and Job Seeker Validation Code: Before applying to the SINP, you must be accepted into IRCC’s Express Entry pool. To confirm this, provide your Express Entry Profile Number and Job Seeker Validation Code with your application. If you receive a new Express Entry Profile Number and Job Seeker Validation Code while your application is being processed, you must notify the SINP.

2. Job Offer Requirements: To qualify for the Health Talent Pathway, your job offer must meet specific requirements and be approved by the SINP. The following conditions apply:

• Wages and Working Conditions: All positions must offer wages and working conditions that align with Canadian standards for the occupation.
• Letter of Offer: The job offer letter must:
  • Be addressed to the principal applicant.
  • Clearly state the job title, duties and responsibilities, wage, benefits, and company contact information.
  • Specify the location of the job in Saskatchewan.
  • Be issued on the company’s letterhead.
  • Be signed by the employer.
• Approval Process:
  • Your employer must register online and have the job offer assessed by the SINP.
  • After approval, your employer will receive a Job Approval Letter that includes your position, name, and NOC code.
  • You must include a copy of the SINP Job Approval Letter with your application.
• Job Offer Requirement: Along with the Job Approval Letter, you must also submit a letter of offer for a full-time, permanent job from a Saskatchewan employer in one of the eligible occupations.

3. Language Credentials: You must submit a copy of a valid language test from a designated testing agency. Your test results must meet the following conditions:

• Validity: The test results must be no more than two years old at the time of your application.
• Minimum CLB Requirement:
  • For Non-Express Entry applicants, the minimum language level required is CLB 5.
  • For Express Entry applicants, the minimum language level required is CLB 7, or higher if it matches the level stated in your Express Entry profile.
• Designated Testing Agencies: The language test must be from one of the following recognized agencies: IELTS, General Training, CELPIP, Pearson PTE Core, TEF and TCF Canada.

4. Education/Training Credentials: You must provide proof of post-secondary education that is related to your intended occupation. This can be demonstrated through:

• A master’s degree or bachelor’s degree.
• A 3-year degree from a university or college.
• A diploma that requires 2 years at a university, college, trade, or technical school, or another post-secondary institution.

To confirm your education or training, submit the following documents:

• Education or trade certificates, degrees, or diplomas, along with copies of your official transcripts. These should include information about the school(s) attended or courses taken.
• An Education Credential Assessment (ECA) is required if your education was completed outside of Canada.
• Professional designations, licenses, or memberships from relevant professional associations, if applicable.

Additionally, ensure that your educational credentials meet the federal Express Entry education requirements for expedited processing of your Permanent Residency (PR) application by IRCC, which includes submitting an ECA if needed.

5. Work Experience Credentials:

Non-Express Entry

If applying from inside Saskatchewan, you must:

• Be currently working in Saskatchewan.
• Have at least six months (780 hours) of full-time work experience (30+ hours per week) with the employer who provided the Job Approval Letter.
• If you have not worked for your supporting employer full-time for at least six months, you must have one year of work experience in your occupation within the last five years. The work experience does not need to be consecutive.
• Remote work experience is not eligible to be claimed as in-Saskatchewan work experience.

If applying from inside or outside of Canada, you must:

• Have at least one year of work experience in the same occupation as the job you have been offered, within the last five years.
• Submit letters of reference from past employers to verify your work experience for each job included in your application.

Express Entry

If you are applying from inside or outside of Canada, you must:

• Have at least one year of work experience within the last five years in the same occupation as the job you are being offered.
• Submit letters of reference from past employers to verify your work experience. Each letter must be issued by a supervisor or Human Resources Officer and printed on company letterhead.

The letter of reference should include:

• Your job position and dates of employment.
• A description of your main duties.
• The number of hours worked each week if the position was not full-time.
• Contact information of your supervisor or manager.

Each letter of reference must be accompanied by an additional government-issued document to verify employment. Acceptable documents include:

• Pension fund/Provident funds, medical insurance, or social security records.
• Work permits, work visas, or labour cards for foreign work experience.
• Employment contracts (if issued by a government agency).
• Taxation Forms or Income Tax Return (ITR) forms issued by the government.
• Any other government-issued documentation verifying your work with the applicable employer.

If you are self-employed, you may claim work experience only if:

• You are applying for a managerial NOC or if the occupation requires certification from a Saskatchewan licensing body.

For self-employed work experience, provide:

• Business License and self-employment tax documents.
• Proof of income.
• Letters of reference from clients.
• For business owners, submit articles of incorporation or other proof of ownership, evidence of income, and third-party documentation showing services provided with payment details.

Note: Self-declared duties or affidavits are not accepted as proof of self-employment.

6. Temporary Work Permit (if applicable): Accepted work permits include open work permits, closed work permits, and Canada-Ukraine Authorization for Emergency Travel (CUAET) visas. If you have an open work permit and your spouse was the principal applicant in the work permit application, the SINP may request additional documentation to verify that you and your spouse reside in Saskatchewan.
7. Proof of Residency (if applicable): Proof of residency in Saskatchewan can include a Saskatchewan Health Card, Saskatchewan driver’s license, or other ID issued by SGI.

Note: The SINP may request additional documents if needed.

Important: Applicants outside of Saskatchewan whose work experience was conducted remotely cannot claim this work experience.

8. Credentials (if applicable): If your occupation is regulated in Saskatchewan, provide proof from the regulatory body confirming that your credentials are recognized and you are licensed to work, or a letter confirming that an application for registration has been submitted.
9. Identity and Civil Status Documents: To confirm your identity and civil status, you need to submit the following documents:

• Birth Certificates for: Principal applicant, spouse/partner (if applicable), each accompanying dependent, and non-accompanying children born in Canada (if applicable).
• If married, Marriage Certificate and Death Certificate of former spouse (if applicable).
• For Common-Law Relationship: IMM 5409 Declaration of Common-Law Union and Proof of at least one year of cohabitation (e.g., joint bank account, signed lease/mortgage, jointly owned property, joint bills, life insurance beneficiary).
• For Divorce: Final divorce documents and Custody and child support documents (if dependents are not accompanying).
• For Legal Separation: Marriage certificate, Notarized proof of separation (country-specific), Custody and child support documents (if dependents are not accompanying).
• Adoption papers (if applicable).

10. Passports: Provide a valid passport with copies of the following pages for the principal applicant, spouse/partner (if applicable), and all accompanying dependent children: passport number, date of issue and expiry, photo, name and place of birth, and if applicable, a visa for a country where you reside but do not hold nationality.
