International Skilled Worker – Tech Talent Pathway

This sub-category is designed for high-skilled workers in the technology and innovation sector who:

• Have a valid job offer for a skilled position in Saskatchewan.
• Meet the specific eligibility criteria for this sub-category.
• Intend to reside in Saskatchewan as a permanent resident.

Important Note: If you are on a temporary work permit, you must reside in Saskatchewan for the duration of your stay. The focus of this sub-category is to attract talent that will contribute to the growth and development of the technology and innovation sectors in Saskatchewan.Eligibility – Non-Express Entry for Technology and Innovation Sector Worker Sub-CategoryTo qualify for this sub-category if you are applying outside of Canada or have legal status in Canada (but not as a refugee claimant), you must meet the following criteria:Work Experience Requirements:

• If applying from inside Saskatchewan:
  • Currently employed in Saskatchewan and have worked at least 6 months (780 hours) of full-time work (30+ hours per week) with the employer offering the Job Approval Letter. This work does not need to be consecutive.
  • If you haven’t worked full-time for at least six months, you must have at least one year of work experience in your occupation within the last five years.
• If applying from inside or outside of Canada: At least one year of high-skilled work experience in the last five years in the intended eligible occupation.

Language Requirements:

• If currently working for the employer offering the job, meet the language requirements specified by your employer in your job offer. Your employer will assess your language proficiency.
• If not currently working for the employer offering the job, you must have English and/or French proficiency of CLB 5 or higher.

Saskatchewan Licensing (if applicable): If your job falls under one of the following NOC codes, you may need additional documentation:

• NOC 21311 – Computer Engineers (except software engineers and designers)
• NOC 21231 – Software Engineers and Designers
• NOC 21211 – Data Scientists
• NOC 21310 – Electrical and Electronics Engineers

You must:

• Provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) indicating that an application for registration as an Engineer-in-Training has been approved, OR
• Provide a letter from APEGS indicating that Confirmatory Exams have been assigned.

Educational Requirements: You must have post-secondary education that relates to the job you’ve been offered. This could include:

• A master’s or bachelor’s degree; or
• A three-year degree at a university or college; or
• A diploma that requires two years of education at a university, college, trade or technical school, or other post-secondary institution.

Intent to Reside: You must attest to your intent to work and reside in Saskatchewan.Job Offer Requirement: You must have a valid job offer for an eligible permanent, full-time technology or innovation sector job in Saskatchewan. You will need a valid SINP Job Approval Letter to demonstrate this. Your employer must be registered with the SINP and obtain this Job Approval Letter. Note:

• The program criteria can change at any time, but SINP will use the criteria available at the time your application is received.
• The federal government sets the number of nominations the SINP can make each year, and no application is guaranteed to be nominated.
• If your occupation matches one of these eligible NOCs and you meet the other criteria, you may be able to apply under this stream.

       Eligibility Requirements for Express Entry Candidates: Express Entry Profile:

• You must be accepted into IRCC’s Express Entry pool.
• You need a valid Express Entry Profile Number and Job Seeker Code.

Language Proficiency: You must meet the federal Express Entry language requirements (usually CLB 7 or higher).Work Experience:

• If applying from inside Saskatchewan:
  • You must have worked at least six months (780 hours) of full-time work (30+ hours per week) with the employer that provided the SINP Job Approval Letter.
  • If you have not worked for at least six months, you must have one year of work experience in your occupation within the past five years.
• If applying from inside or outside Canada: You need one year of high-skilled related work experience in your intended eligible occupation in the last five years.

Saskatchewan Licensing (if applicable):

• If your occupation is under NOC 21311 (Computer Engineers), NOC 21231 (Software Engineers), NOC 21211 (Data Scientists), or NOC 21310 (Electrical Engineers), you must:
• Provide a letter from APEGS (Association of Professional Engineers and Geoscientists of Saskatchewan) showing your Engineer-in-Training application has been approved or that Confirmatory Exams have been assigned.

Education: You must have a post-secondary education relevant to the job being offered (e.g., master’s or bachelor’s degree, or a 3-year degree or diploma from a recognized institution).Intention to Reside in Saskatchewan: You must attest to your intent to work and reside in Saskatchewan.

• Job Offer:
• You must have an offer for an eligible permanent, full-time technology or innovation sector job in Saskatchewan.
• The job offer must be approved by SINP, and you will need a valid SINP Job Approval Letter as proof.

Note: The occupations for Express entry are same as the occupations for non-express entry listed in the above table. Who Cannot Apply Through the SINP Tech Talent Pathway: Refugee Claimants: Individuals who are claiming refugee status from the Government of Canada cannot apply.Missing or Incomplete Documents:

• If you did not provide the required documents when submitting your application, you may be ineligible.
• Failure to Prove Intent to Live and Work in Saskatchewan:
• If you are unable to prove your intention to live and work in Saskatchewan, you may not qualify for the program.

Misrepresentation: If you or your representative intentionally misrepresented information in your application, this could disqualify you from applying. These factors may lead to rejection of your application. Documents Required for Tech Talent Pathway: 1.Express Entry Profile Number and Job Seeker Validation Code: Before applying to the SINP, you must be accepted into IRCC’s Express Entry pool. To confirm this, provide your Express Entry Profile Number and Job Seeker Validation Code with your application. If you receive a new Express Entry Profile Number and Job Seeker Validation Code while your application is being processed, you must notify the SINP.

2. Job Offer Requirements: To qualify for the Tech Talent Pathway, your job offer must meet specific requirements and be approved by the SINP. The following conditions apply:

• Wages and Working Conditions: All positions must offer wages and working conditions that align with Canadian standards for the occupation.
• Letter of Offer: The job offer letter must:
  • Be addressed to the principal applicant.
  • Clearly state the job title, duties and responsibilities, wage, benefits, and company contact information.
  • Specify the location of the job in Saskatchewan.
  • Be issued on the company’s letterhead.
  • Be signed by the employer.
• Approval Process:
  • Your employer must register online and have the job offer assessed by the SINP.
  • After approval, your employer will receive a Job Approval Letter that includes your position, name, and NOC code.
  • You must include a copy of the SINP Job Approval Letter with your application.
• Job Offer Requirement: Along with the Job Approval Letter, you must also submit a letter of offer for a full-time, permanent job from a Saskatchewan employer in one of the eligible occupations.

3. Language Requirements: There is no language requirement for applicants currently employed in Saskatchewan with their supporting employer.

For applicants not working in Saskatchewan with their supporting employer, proof of Canadian Language Benchmark (CLB) 5 is required. To fulfill this:

• Submit language test results from a designated testing agency.
• Demonstrate English or French proficiency of CLB 5 or higher.
• Ensure your test results are less than two years old at the time of application.

If you’re a native speaker from a country where English or French is the primary language, and you hold citizenship or permanent residency, language test results are not required.Applicants applying through IRCC’s Express Entry pool must meet the federal Express Entry language criteria. If applying through Express Entry, submit valid test results (less than two years old) from a designated agency. The results must:

• Match the language level specified in your Express Entry profile.
• Be no older than two years at the time of your application.
• Come from a designated testing agency such as: IELTS, General Training, Celpip, Pearson PTE Core, TEF, TCF Canada

 

4. Education/Training Credentials: To qualify, you need to provide proof of post-secondary education. This can include:

• A master’s or bachelor’s degree,
• A 3-year degree from a university or college,
• A diploma that requires 2 years of study at a university, college, trade or technical school, or another post-secondary institution.

Submit the following documents to confirm your education or training:

1. Education or trade certificates, degrees, or diplomas — Include copies of your official transcripts, showing the schools or courses, you attended.
2. Professional designations, professional licenses, or professional association memberships.

For applicants choosing to apply through the Tech Talent Pathway as part of the Express Entry pool, it is essential to meet the federal Express Entry education requirements to be eligible for faster processing by IRCC for Permanent Residency (PR). This includes completing an Educational Credential Assessment (ECA).Top of FormBottom of Form 5.Work Experience Requirements:  If you’re applying from within Saskatchewan, you must currently be employed in Saskatchewan and have worked for at least six months (780 hours) of full-time work (30+ hours per week) with the employer who has provided the Job Approval Letter. The work experience does not need to be continuous. If you have not worked full-time for at least six months with your supporting employer, you must have a minimum of one year of work experience in your occupation within the last five years.Please note that remote work is not eligible as in-Saskatchewan work experience.If you’re applying from inside or outside Canada, you must have at least one year of work experience in the same occupation as the job offered within the last five years.To verify your work experience, you must submit reference letters from previous employers for each job listed. These letters should be issued by a supervisor or Human Resources Officer and printed on company letterhead. The letters must include:

• Your job title and employment dates.
• Your primary responsibilities.
• The number of hours worked per week if the position was not full-time.
• Contact information for your supervisor or manager.

Each reference letter must be accompanied by an additional government-issued document that proves your employment. Acceptable government-issued documents include:

• Pension, provident fund, medical insurance, or social security records.
• Work permits, work visas, or labor cards for any foreign work experience.
• Employment contracts (if working for a government agency or if the contracts are issued by the government).
• Taxation Forms, Tax-Free forms, or Income Tax Return Acknowledgement (ITR) forms.
• Other government-issued documentation that helps verify your work experience.

Self-employment work experience can only be claimed if you’re applying for a managerial NOC or if your occupation requires certification from a Saskatchewan licensing body. For self-employment, you must submit:

• Business License and self-employment tax documents.
• Proof of income.
• Client reference letters.

To prove business ownership, provide articles of incorporation or other evidence of business ownership, self-employment income, and third-party documentation detailing the services provided along with payment records. Self-declared duties or affidavits will not be accepted as proof of self-employment experience. 

6. Temporary Work Permit (if applicable): Accepted work permits include open work permits, closed work permits, and Canada-Ukraine Authorization for Emergency Travel (CUAET) visas. If you have an open work permit and your spouse was the principal applicant in the work permit application, the SINP may request additional documentation to verify that you and your spouse reside in Saskatchewan.
7. Proof of Residency (if applicable): Proof of residency in Saskatchewan can include a Saskatchewan Health Card, Saskatchewan driver’s license, or other ID issued by SGI.

Note: The SINP may request additional documents if needed.Important: Applicants outside of Saskatchewan whose work experience was conducted remotely cannot claim this work experience. 

8. Credentials (if applicable): For NOC 21311 – Computer Engineers (except software engineers and designers), NOC 21231 – Software Engineers and Designers, NOC 21211 – Data Scientists, and NOC 21310 – Electrical and Electronics Engineers, the following requirements must be met:

• You must provide a letter from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) confirming that your application for registration as an Engineer-in-Training has been approved OR
• Provide a letter from APEGS indicating that you have been assigned Confirmatory Exams.

 

9. Identity and Civil Status Documents: To confirm your identity and civil status, you need to submit the following documents:

• Birth Certificates for: Principal applicant, spouse/partner (if applicable), each accompanying dependent, and non-accompanying children born in Canada (if applicable).
• If married, Marriage Certificate and Death Certificate of former spouse (if applicable).
• For Common-Law Relationship: IMM 5409 Declaration of Common-Law Union and Proof of at least one year of cohabitation (e.g., joint bank account, signed lease/mortgage, jointly owned property, joint bills, life insurance beneficiary).
• For Divorce: Final divorce documents and Custody and child support documents (if dependents are not accompanying).
• For Legal Separation: Marriage certificate, Notarized proof of separation (country-specific), Custody and child support documents (if dependents are not accompanying).
• Adoption papers (if applicable).

 

10. Passports: Provide a valid passport with copies of the following pages for the principal applicant, spouse/partner (if applicable), and all accompanying dependent children: passport number, date of issue and expiry, photo, name and place of birth, and if applicable, a visa for a country where you reside but do not hold nationality.
